And this is what it looks like at it's worst. Each red line is a lost packet. I've marked the first hop (and worst hop) with an OMFG, as this was the only thing that came to mind when i saw this.

Update: Spoke with Time Warner cable representative, they are getting in touch with the owner of the quebec server ran by VSNL (http://en.wikipedia.org/wiki/VSNL_International_Canada)
If anyone is seeing high packet loss at some quebec server, open a ticket with your ISP and ask them to also contact VSNL because of packet loss. The ISPs cannot directly force VSNL to upgrade or repair their tier 2 IXP server in Quebec, but if enough ISPs and corporations give VSNL a buzz, we're more likely to see better results more quickly.
FFXIV moderators: if your read this, please let someone in charge if your network infrastructure know to also make the phonecall to VSNL. I've seen on several places in these forums complaints about "unplayable lag". I suspect a good deal of them are going to be resolved if this server is fixed. I'm located out of South Carolina, for what it's worth.

Update: 02/10/14: on my cable internet, time warner via south carolina things keep getitng worse for this ixp. it's hopeful in a way: im assuming that 30% packet loss is a bigger deal than 5%
SOLUTIONS TRIED (that dont work)
VPN doesnt work, vpns are too slow to support the udp transfer, lag is at a constant 2seconds through most free vpns, and any vpn worth it's salt is now using https, which can't route ffxiv it appears,
Blocking problematic nodes directly doesnt work, traffic doesnt re-route
POSSIBLE workaround:
Lag is 100% alleviated... If i route my traffic through verizon's network via my phone. which is crazy, but i guess this is what im doing for months rather than be frustrated endlessly. I have a rooted gnex on one of verizon's old unlimited data @4g plans, so it wont break the bank, although its only about 200 mb a night if i make sure that all my streaming stuff is off, so, not so bad.

so here is a long tracet from my Verizon fios ISP at my house all the way to Hyperion data center. IF you look you can see at level3 in New York and at level3 in Montreal there is consistent packet loss. The unexpected packet loss is also happening directly at the SE server for Hyperion. This is unacceptable

Normally when this happens my whole internet (but not modem) seems to crash for a bit on my computer while playing FF14... but when I stop playing it, I do not have these issues (I've got a big sample size, it's not a coincidence).
Today I had it different, just hard lag where people were standing still for a few seconds, then moving for one, and so on and so on. Smooth Internet in all other forms.

I may not have the best laptop, but it seems ridiculous that I lag to the degree that I am, and everytime I perform an action, like speaking to an npc/questgiver, or attune to a aethernet crystal I my character freezes in place for several minutes. Also actions such as emotes take several minutes to work, and attack visuals do as well. Some attacks don't even activate their additional abilities right away.
