Request for information: ISPs and P2P throttling

Name of ISP ---> ATT uverse and Time Warner
Country of Residence ---> USA - The Colony, Texas
When does the problem occur: weekly.

I run 2 ISPs, i have been testing ATT because Time warner cable has been bad lately. Dropping packets and such.

ATT is fine on this end. But lately i have high reply times from the servers to my house.
Please see the tracert and you will see where the issue is.
Top Tracert is ATT, bottom is TW network.

Im having same issue with Montreal2.Level3.net, random R0s while playing for 5-15 seconds at a time, seems pretty bad while doing dungeons or just more noticeable then.

Every day, get's worse the later it is. 8PM on is unplayable. Get 35-40 second spikes. Started getting it at 10AM now.

Time : Late in the evening, usually 18:00 or 19:00 server time on Odin (19:00, 20:00 my time). It then keeps going for a few hours, and goes back to normal douring the night.

I have not yet been able to contact them about it, will edit the post if I get any additional info.

Started experiencing latency and occasional disconnection since the DSOS attacks. Can lag up to 10-20 seconds doing simple tasks, such as talking to NPC's. Makes it very difficult to play.

Isp: Now iiNet, switched from Telstra due to advice given from a tech support rep, still no change.

When?: All the damn time, constant lag and latency issues on and off, sometimes the game will spike for 30 seconds and i wont be able to see anything until the 30 seconds are up. it kicks me out of DF too and i get the DF ban. yay

- When does the problem occur: Almost always whenever I'm in a dungeon, and occasionally when I'm not. Day, or night, real time, it does not matter.

This issue began a bit before the DDoS attack but since then I've been 90k'd left and right(always in dungeons). I'm aware I occasionally lag when there is traffic(due to my family), but I still have the same amount of lag when I'm the only on in.

This issue didn't start until around October for me and running a tracert I keep getting lag issues over in Montreal2.Level3.net area. I keep getting 90k'ed, actions taking longer to load or not even happening, players around me moving then stop then jerk forward several meters infront of me, then stop again and then disappear before another disconnect. There are times I cannot even log into the lobby server due to how bad the connection can get.
