I'm not sure if it's P2P throttling, but I have been completely unable to patch on virgin media UK, the connection to the server keeps failing. trying a VPN didn't seem to help.
ISP: Sky, Virgin Media

Occurs: On and off, seemingly random, but always in bursts between 1 and 4 hours. Everything may seem to be going fine then everybody stops, I get DCed, and then I can't get in for a short while due to 'already being logged in'. This will happen several times each burst. This has happened with both of these ISPs.

- Off and on. I noticed it lags a lot during my raid time which is 7pm-12am. Happens every day. The degree of lag varies from mild to serious, often times completely disconnecting me with 90k message.
- I didn't contact my ISP since it happens to 3 other people in my raid group who have different ISPs.

- Always, people run together and stop together and run and stop, and they mostly move when i move
- I contacted my ISP and got a horrible representative, no number but they said nothing is wrong with the areas connection
