Request for information: ISPs and P2P throttling

Happening every few minutes with PC - moved to PC after 2.25 update - AC Wireless signal standard -
OS = Windows 8.1 Pro 64-bit
Processor AMD FX-8350 Eight-Core 4GHz
RAM 8GB
Seeing the error little to none on PS3.
Both devices are wireless.
No ISP issue as works fine on PS3.

I'm also getting all my time outs from cogentco.com servers, as is stated in that reddit post. Around noon CDT, the packet loss was ~58%.

I don't know if it's because if p2p throttling or something to do with trace routes that the last maintenance was suppose to fix, but I have been having serious lag spikes for the last couple weeks. Connection was fine before that. If this continues I don't think I'll be able to play this game.

I've spoken with charter and they DO NOT throttle their customers. I've never had this kind of issue before, but wired AND wireless, I get these lag spikes and random disconnects. It's become atrocious. I can't do instances properly or even quest on another character with this severe lag.
