Request for information: ISPs and P2P throttling

I am having the same issue as Tanstalas and I'm also on the same provider. The last week after 6pm EST has been a nightmare with high amounts of lag and 90king all the time. With FFXIV being the only thing effected on my network.

Belleville, Ontario, Canada.
Occurrence happening from 6pm EST till late into the night.

Evenings are worst, 4-5pm and on until early hours next day

Started having a sudden problem, worked fine before 100%. no problem whatsoever.

Just bought a game, and all I've managed to do, is to create a character, after that I started to get 2002 error, thus, I can't play at all.

I'm wondering if the common denominator problem we are all having is we are passing over the cogentco network.

My traffic starts in Ontario starts heading ENE to Montreal, then boom, thrown back to Kansas 3000km away...

My ISP says they dont throttle, but maybe Cogentco does?

Time of Occurence: All day everyday every 20 seconds or so; began since 2.1 release.

- Country of Residence: USA (Florida)
- When does the problem occur: Whenever I am around more than one person or there is more than 4 MoBs.

I lag more than I don't during FATEs, spikes being 6-10s long and 2-4s apart.
