Request for information: ISPs and P2P throttling

ISP: Time Warner Cable
Location: Arlington, Texas
When: Always since Patch 2.1. I'm having 1-5 seconds lag spikes every 2-3 minutes. I cannot do dungeons or instances.

I have spoken with my ISP. Modem was upgraded to Extreme Dual Band Docsis 3, but problem still persists.

When: It started after Patch 2.1 and it happens EST Prime time till about Midnight EST.. After midnight EST everything is ok. I called my ISP everything was 100% fine.

When? Pretty much all the time, lag spikes.

When does the problem occur: Pretty much whenever I'm playing, in towns I'll see players freeze for 1-3 seconds, and then everything refreshes. When mining, I'll have to click 3-4 times on a slot in order to actually mine from it. In dungeons/raids/primals I get severe lag that severely hinders my ability to dodge AoEs and renders them unplayable. This has all been a problem since 2.1.

Worked fine 3 hours ago as I write this, then I had a short nap before logging in the game again. When I did, it was very laggy, no matter where I was. People running for 1-2 seconds, then stops for another 1-2 seconds and teleport to where they would be if they ran all the way. Same with spells. Also if it helps, I checked the Wi-Fi bar at the top right, and most of the time I was sending 0 data and received about 2000.

- Occurance: 1-2 hours ago (19:00 GMT +1) when I logged in, give or take

This is my EXACT same issue, also to note, when it happens it can be as little as a 1 second delay or 10+ seconds, and on the long ones, I can still use chat, I can chat with FC and they can respond, and I can do that, but the game screen, what I am seeing doesn't move at all, also I can still use my moves and when it "unpauses" I can see that my moves did go through.

Anyhow,
