None but I have run the following troubleshooting.
Before December 21st I had no problems playing at all, I went away on vacation, and played during my vacation, but from a different part of the country.
When I returned home, I booted it up, and started having 2-5+ second lag times on combines, mining, and combat, near constantly, with occasional larger spikes.
Thinking it was my stuff I did the following troubleshooting:
I have run ping tests and speed tests, and determined my ISP is running fine for all other applications, downloads and streaming.
My last test was to put it on another Gaming PC to eliminate hardware, it did the same thing.
I will attempt to connect with Hotspot shield tonight and see if that fixes any throttling.
I am halfway through my "free month" I was considering subscribing but if I have to deal with this I probably won't.

It's not always, though it started since 2.1 and it's only affecting certain times for around 20minutes. Usually around 5pm UTC+1.
I have to say it really gets annoying lately but it got really apparent after 2.1

It has been intermittent issues ever since 2.1 patch. Randomly happens in all aspects of the game.

No reference number needed. Reset my box, router, reaquired ip address, was dynamically changed by Verizon and the problem persists.
I picked up a ping route program and it is slightly better if I hop across the country and back to the SE Data Center but it now causes 90K errors when doing this.
I did a traceroute prior to patch and had 3 hops before hitting SE Data centers, after patch 2.1 I am now getting 15 or more hops.

ISP: Verizon FIOS
Location: Long Beach, CA.
When: Since 12-24-13 I have been getting bad lag, rubber banding etc. I play on PS3, and had no issues with the game at all prior to that period.
With the update that hit tonight, nothing has changed, in fact I fear it may have worsened.
I hope this issue can be resolved, I love playing the game, but I fear I'm holding my group back from progressing t5.
