I've been using WTFast, no lag/rubberband issues using the DC server for almost 20days. They have a free 30 days trial, not trying to advertise for them but its a temporary working fix for me atm. You can try out the trial and see if it helps you.
tried wtfast, its working so far thanks, but would really like to not rely on these things..
I do lag with battleping connecting to NY Server. After NY Server there are those hops in Canada that are getting my high pings number so for me there is no use using VPN. Could reduce lag somehow but the nasty one will continue since it hit those level 3 hops like I said.
I do not know if this is a waste of time been here giving to the GM information about our issues since I do not see any response from them. I believe the good thing here is opening a ticket to SE and sending tons of email or call to ORMUCO and COGENTCO seems is there where I see most people are having high pings.
Maybe you can try other battleping servers if they have. I've never used battleping, but i've read other users having lag issues using battleping.I do lag with battleping connecting to NY Server. It seems to be a problem with the level3 hops. But since its a problem beyond the 5th hop, verizon seems unwilling/able to do anything about it, and have adopted a "it will work itself out/its level3/square's problem" stance.
Since its an issue thats been happening (for me) since 2.1 my only guess is that the increases server position check frequency is not jiving with the Level3 switch. This would also seem to explain why im mostly seeing it in dungeons.
