ISP: Comcast/Xfinity

When does the problem occur: Typically I start noticing small latency issues around 12 - 1 PM (EDT) that get progressively worse into the evening, usually getting very bad around 5 - 6 PM (EDT).
ISP Reference #: I was not given a reference number, however I did report the issue to my ISP, including the details below in my post. I also submitted the issue to Square Enix via the "Contact Us" page, only to get a generic pasted reply.
Each time the latency (and sometimes Error 90000) problems come up, I have done a pathping to the Gilgamesh server IP address as shown by Resource Monitor while logged into the game (199.91.189.24). From hops 7 - 9, (*.tinet.net) I typically see 5 - 20% packet loss on 2 - 3 hops, sometimes up to 30%. This seems to indicate to me that there is some issue with the service provider(s) for the Square Enix datacenters. Here is an example from this afternoon:
