Request for information: ISPs and P2P throttling

I feel like my computer is ten years old or something. Been playing since start of beta 3 and this last couple of weeks with this lag' this is the FIRST time I have had ANY complaints about this game. I have loved every minute up until whatever happened happened. I hope squeex can fix it, I have been playing all my gather/crafter stuff cause I don't want to heal in an instance with this freeking lag junk going on lol. Macros are useless right now, start em, watch em skip a step, pop goes the HQ mats..... yay.

PS: I also play WoW, GuildWar 2 and other FPS online game through Chunghwa Telecom.
NO LAG PROBLEM like FF14 now.(before 9/19 run smoothly) PLEASE FIX IT.

Does it happen only on one world or character ? : Only happens on one pc we have two. We are on the same ISP.

When the problem started happening?: During Dungeons mainly/Hard mode Ifrit/etc. Sometimes Im able to play long hours at a time when I log into a dungeon or duty finder on bosses it dc's me. My wife doesn't and she's playing next to me. Has been happening since Sept. 20th or so before that I had no problems.

PLEAS FIX IT OR GET BACK TO US WITH SOME WORK AROUND. I WOULD RATHER YOU FIX IT THOUGH. Never had any issues before the 20th or so.
Updated all my drivers my BIOS etc etc to see if it was my issue.

Does it happen only on one world or character ? Early evenings/weekends. What usually happens is that the packages received go down up to 0, and I cannot escape AOE anymore (even though on my screen I am miles away). Also spells that I broke up by moving out of AOE still complete, sometime the character turns into a complete different direction than originally facing while running.
This did not happen during the beta, this started about 2 weeks ago. I play other games without any issue and a generally low server ping. I also noticed that suddenly my ISP claims I am uploading tons of data (still within my limit but still) when I am not using any P2P network/sharing/etc.

Side note: Impossible to heal, dodge AoEs, kite mobs. Basically not able to do any Duties, Dungeon and so on...

When: Started two days ago, random disconnections at any part of the day, lagging in fights, lagging in turning in quests, lagging in summoning mounts and sprint etc

- When does the problem occur (always, only during specific times?): this problem began on Saturday in which I started to lag in instances. I see minor lag in the cities, but when I run AAK or CM, I suddenly see everybody stop running, then EVERYTHING catching up after 2-3 seconds, and it makes it a pain to get out of the red zones during fights. I haven't been able to even try hardmode Titan because this lag makes it impossible for me to survive the fight. I've been having this issue nonstop for almost 3 days now, and I have this issue only with FF14. I play WoW too and I haven't experienced any lag in it, and speed tests done at different times of the day show a constant dl speed of 16Mbps with a 1Mbps upload.

I've had issues with TWC before to recognize when the problem is in their end, and this time it isn't. The problem is with the game.

when it occurs: all the god dam time!. since the start any enemy i face that does a charged attack i always get hit, even when im out of the aoe i still get hit. i cant face titan because of this and get flammed by everyone.

a simple reply back to threads would be great, showing that you are actually doing something.

ive cancelled my subscription untill you guys sort your **** out

When: After the 9/19? 9/20? server maintenance. Happens specifically when in dungeons/instances, making me absolutely useless. Cannot progress in content with this issue.
