    I did get my old chocobo whistle; that's how i have my Legacy chocobo. What I am unable to obtain is the 2.0 GC chocobo that can be summoned to fight with you. The whistle has nothing to do with that.

    Legacy Chocobo != Chocobo Whistle that I talk about...
    Did you get that one from moogle mail?
    Then find the Calamity Salvager NPC in your home city.

    no i got my whistle from the Calamity npc, and it summons the legacy chocobo/ i dont think i'm missing anything, but its possible. i have heard other people reporting this issue though

    Sorry, seems I misread a little.
    There is a quest My Feisty Little Chocobo at... Camp Tranquil I believe it was.
    Have you checked there?
