    Try the armour vendor at Camp Tranquil in the South Shroud - I'm pretty sure they sell level 30-36ish medium to heavy armour there.

    Camp Tranquil in the South Shroud, I'm pretty sure I got my Lvl. 32 Steel Chain Mail and some other gear from there, cost a bit but the appearance and stats makes it worth it
