Shield Bash is best for interrupts.
Your regular combo (Fast Blade > Savage Blade > Rage of Halone (when you get it)) does more damage, threat, and is more TP efficient.
And only interrupt stuff that needs to be interrupted. For example, 360 AoEs prevent melee DPS and yourself from being in range, so interrupt it. A cone attack can easily be dodged and you wont be taking any damage while the enemy is charging it, so just let it happen.
I think enemies can also become immune to stun, so perhaps it's best to use is sparingly for that reason as well.
I know lancer has a non-GCD stun. Perhaps other classes have one as well. I feel like they're better suited for stunning due to that, but sometimes you can't rely on people.

Really wish this was off the GCD...Hailing from the UK and playing on US Server Locations means there is lag, very hard to time this or "fit it in" well due to unresponsiveness, i think it needs removing from the GCD.
Remember though, some Boss are stun resistant. But Bash is great for quests where you have to use a potion or whatever to weaken the monster. To stop Fate bosses from using AoE skills or minor bosses in dungeons. Definitely helpful so keep it. You don't need to use it much though. Especially since it consumes a good amount of TP.
