Market tax rates incorrect

Steps:
1. The market NPC in Gridania who gives tax rate information said Limsa Lominsa has a reduced rate of 3% until Auguts 31, 2013. However, I noticed this morning that Limsa Lominsa and Ul'dah both had a tax rate of 5% while Gridania had a tax rate of 0%. Unless I am misunderstanding something about how taxes and dispatching retainers works, this does not appear to be correct.
2. Update: After selling a few thing from Gridania markets I can see that the 5% tax is being applied to the sale. I think the error is when you select an auction to buy and it says how much it will cost including fees. Gridania is showing no fees even though the 5% tax is in effect.
3. Update: So it appears the problem is when buying an auction it doesn't always display the tax you will pay or the correct tax. But the items are still taxed correctly when the sale is made.
