To solve this problem, many users use a VPN to modify the route taken by data to avoid the Cogent underwater network. I m personally using a VPN to connect to a german server and to use a route that won't go though the Cogent network. And i have almost no micro freez at all during peak hours in France. When i don't use the VPN, i m having the exact same micro-freez issue than many other players.

2) The 2nd factor is directly linked to the current situation of world servers and instance servers that are overloaded at peak hours. When there is way too much queries sent to those servers, the game is congested and players have micro-freezes every 5-10s. There is nothing to do to avoid this situation on our side but Square-Enix is working on it and is increasing the capacity of world and instance servers.
