Loot RNG bug?

It seems like there might be a bug with loot RNG.

We just ran hard mode Ifrit 13 times and received 8 of the same item. Before doing it as a group, I ran it alone three times and received two more of that item, for a total of 10 in 16 runs.
There are a total of 9 possible drops; we shouldn't be seeing the same item this often. I understand that it's random, but it should be very improbable for this to happen.

Has anyone else encountered a similar issue?

2. Notice that the same item seems to drop 63% of the time
