Anyways: There is a queue system. When that queue is full (It holds at the minimum 255 people in it) the server locks until a spot in the queue is available. They will be addressing this within the next 7days or so. May want to research the threads for the official response to that.

Meanwhile be patient. You can always roll on a JP server for the first few weeks then use your server transfer to move to another one you want. Though since you are 28 I'm sure that won't be an option for you. Perhaps for new people.
