Strongholds... is this how it's going to be now?

I was running through several strongholds today, and I noticed that they are a lot less populated than they were in 1.0. When I went to Natalan, I checked out the boss. He's twice as big now, but he's a joke! I could literally beat him with a Goldsmith and a Chocobo if I tried hard enough. Are they going to do anything different with these strongholds, or is this how they are going to stay from now on? Just curious, thanks.
