Right mouse button is not the cancel button?

According to the manual, when I press the right mouse button it is supposed to act as a cancel button (like the circle button on a PS2 controller or the ESC key). However, when I press it in-game to untarget something it only centers my camera and I have to press the ESC key instead.

Looking in the configuration menu there does not appear to be an option to adjust mouse key binds.

Steps:
After using the left mouse to click on a NPC to target it, I attempted to use the right mouse button to untarget the NPC just as I would use the circle button on my game pad to cancel the target. The right mouse button would only center my camera or allow me to rotate the camera when holding down the right mouse button. I had to press the ESC key in order to untarget the NPC.

I am also unable to use the right mouse button to back out of menus and must either left click the 'X' or press the ESC key.
