The game being on PS3 was just a fulfilled promise; wasn't ideal. It will be much better on the PS4 given more (slightly better tech) RAM and roughly 2 Teraflops of processing power. Not exactly on par with some 4-8 Teraflop high-spec PC's but it will suffice to play this game.
I can't tell you how important it is that this game badly needs to be on PS4 because it has no future on PS3... A wasted investment.

The problem that will remain after PS4 comes out is the stress on the servers and network latency when being in these populated zones. That is up to SE to find a solution to.

High-end PC users will have "more of a chance" of being able to see the monsters/bosses in FATEs.

This is not an issue that is more common on lower end systems and PS3(and to bunch the PS3 as a lower end system is an example of not knowing anything about the PS3). It's a game issue, that is only made slightly worse by your internet connection speed.

Ever wonder why the PS3 only has 256Mb of RAM? Because it runs nothing on RAM after starting the game. Everything is processed so fast that information hardly ever sits in the cache. FYI, the cell was the first processor to exceed petaflops. Peta > tera.

The PS3 uses one 3.2 GHz PowerPC-based PPE and six accessible SPEs. A seventh runs in a special mode and is dedicated to aspects of the OS and security. The floating point performance of the whole system (CPU + GPU) is reported to be 2 TFLOPS. PlayStation 3's Cell CPU achieves 204 GFLOPS single precision float and 15 GFLOPS double precision.
