Deleted only character now servers won't let my friend make a new one

My friend made a character on Lamia because that's where I have a character. He made an Elezen decided he didn't like it and deleted him, and now not only can he not make another character on Lamia, but he can't make a character on any NA server? What can I do to get us on Lamia and playing?

They seem to change the character creation times based on how full they are at any given time. You could try a slower time of day and see if your able to get back in. I know a couple people who were able to make new characters on worlds that were locked down.

Unless he's lucky to find creation temporarily re-opened (it's dynamic on some servers but locks are permanent on others ATM), nothing at all until SE remove the creation locks, which I don't see happening for some time. Even if the promised new servers do come up on Monday or Tuesday I expect to see the existing locks kept in place for some time to ensure the new servers are used by new players.

Same thing happened with a friend of mine. He decided to reroll because he didn't like the way his character sprinted or something >_>.

He is now playing a character on another world in hopes that he can transfer to Diabolos in the near future.

Thanks guys, I think we're going to try Ebojager's strategy and if that doesn't work wait it out I guess.
