Legacy players expected to wait... again.

If I recall correctly, in their plans for new servers, they also plan to improve load balancing and the duty finder, so I'm not sure exactly what you think you're being left out of.

If I remember correctly (what do you know? http://forum.square-enix.com/ffxiv/threads/73680) there isn't any indication that "load balancing" or Duty changes will have any affect on the total number of concurrent connections to a individual world. The legacy servers were over capacity before they even started limiting login!

More new worlds allows for more new players. If they choose, existing new players can roll on a new, less crowded world. Legacy players can't do jack.

If we were being treated like everyone else, then next week when all the new hardware went live the legacy servers would see an improvement. That is not implied anywhere in this announcement.
