Overall, these smaller behests are better in my opinion for two significant reasons:

1. Fewer people -> less chaos -> better combat habits encouraged.

2. More frequent -> more likely to catch one while travelling.

I know Horizon behest can be a little tough to get into. You must learn the Way of the Eighth Function Key.
