If they go back to 1 hour they need to allow 2 or more groups to participate at once, ie instanced behest.

Because behest is basically a leve which is actived directly by talking to an NPC, it wouldn't be hard to change this, in fact you could have the battle warden at the camp 24/7 and have each player capable of entering behest once every hour, once the party has 8 members the behest begins.
