Is there a 1 character per account limit?

I believe that it is a 1 character per server limit, not account but then again I could be wrong.
You can't make a new character on a different server because the servers are just as they say, full.
SqEnix has locked the ability to make new characters on servers for everyone at the moment until the server population problems can be dealt with.
