Hotbar movement makes impossible to reach action icon

Yesterday everything was fine, but today a problem arose.
Look at the picture. You can see that third hotbar digit "3" is covering an ability, which is set on hotbar "2" (Protect). It makes impossible to use this ability (cursor becomes hand). It needs, that the possibility to move hotbars with hand could be switched off in Confiquration settings (it's impossible now). Or, maybe there must be some other ways to prevent this problem.
I repeat - yesterday was fine, but today not. Also you can mention, that the possibility to rearrange hotbar actions is locked on (see the picture), but it doesn't help. Thank you.

I know this is not the answer you are looking for and I agree this is a problem not being able to use your mouse on that action bar; HOWEVER the action bar you are referring to can be activated with keystrokes. The c7 on the top left of protect indicates that pressing CNTRL 7 on your keyboard will activate the protect action. And, to activate the actions on your hotbar 1 you can simply hit the numbers 1-0, no CNTRL or ALT required. Hopefully they get this bug fixed as it does seem annoying, but hopefully this tip will help you until they do.

I hope they add the ability to turn off the Hotbar numbers. I'm using vertical Hotbars positioned at the top of my screen and the numbers end up sitting in the middle of my field of view.

I found out how to resolve the issue. If I take away the ability "Protect" (as shown at the picture above) and then bring it back to the same slot - the ability will cover digit "3" and will be easy to use.
