A more smart way would be to ship the product out, but put a hold on the product code registration. Once the servers have been upgraded and are stable, the user can then simply enter the code right away instead of waiting to have the item received.
That would be worse in my opinion. People would hten have a useless paper weight, yet another thing to complain about.

I'm already playing, I just need the box to enter the CD key so I can keep playing.
That would not be smart, no. People who've already ordered the game for 2 months should not be penalized that way.
