NPC bug, cannot progress

Hi! I have a main story line quest to see an NPC (staelwyrm?) in sommerford farms when I have my main gear slots (head, body, hands, legs, and feet) equipped with gear that is lvl 5 or higher. I meet the requirements, but am unable to complete the quest. I have completed it before on other characters but I'm currently unable to and cannot progress until this is fixed. Please help! Ty
