I got the coeurl mount but it won't let me use it. I'm currently level 21 and I don't get why it keeps saying "unauthorized to summon." Please help.

Correct. You get a quests after a couple of the GC main story quests. Should be around your GC HQ. You then will need to farm 2k of your GC faction currency then purchase a ticket from the GC quarter master. Then take it to a chocobo dude. THEN you get a chocobo of your vary own. THEN you can use your Coeurl.

Yes, it is because of something another person already told you.

Yes. You can't use any mounts until you gain your chocobo through the storyline.

You need a Chocobo License from the quest "My Little Chocobo" that you get from a Grand Company guy. You join a GC by playing through the main story. Once you get your choco from that quest your other mounts unlock. I had this same problem for my Legacy and Goobbue mounts until I got my choco unlocked from that quest.

You can do a search on this problem to confirm what I said, or go to the In-Game Bugs section of the forums where a few people including me made threads about this.
