Maelstrom Command Ranking up.

Me and a couple of friends are trying to rank up from Chief Storm sergeant, We all have the maelstrom hunting log 2 completed, and the promotion npc tells us that we are supposed to get a trial from the commander, we previously recieved a trial wich we finished, but now he still says we need one, but none is to be found, is this a bug or are we just doing something wrong?

I got this as well. I looked all over Limsa Lominsa and cannot find anything quest or trial related to ranking up. Also got rank 2 of Limsa hunting log done and the npc just says I have to talk to the commander to get a trial.

Just figured it out, you need to finish the Story quest before ranking up, simple as that, hope it helps other ppl with the same dilemma cheers
