Rested xp is a portion of lvl not applayed to everything

It means that if you have half lvl worth of buff and you use it as lv1 char you get only 150xp

It's not applayed to all xp income. Quest are not powered up for example and when you level up trought quests you don' use the rested bonus so it may seems to be higher
