WAR uses Holmgang to bind, then Infuriate>Unchained>Berserk>Enmity combos should overrule your Regen issue.

While I appreciate the fact that there are methods for tanks to gain and generate hate, the example of precasting regen on a group was used to showcase just how imbalanced the currently enmity calculation seems for this particular spell.
