Unable to obtain the world list (NA/EU)

I got hit with a 90k error last night around 11pm. Since then I have been unable to to log back in because it tells me that it's unable to find the NA/EU server list. I have closed down the game, computer, router multiple times in an attempt to have at least the list appear, but nothing is working.

A couple of attempts ago I would get the 1017 error that the world is full without my character showing up in the lobby (so not sure what world it meant as I have a character on a JP server also), but now it's back to not being able to find the NA/EU server list. JP servers are showing up fine.

I'm having the same issue but on the PS3 client. I just tried to login and it wont show anything but the JP servers. It's been like this for a few hours now, but if you go to any of the Server status websites they all show the NA/EU servers as being up.

Exit the game, and log back in. That solution worked for me at least.

I got this error this morning. Did the same thing, quit the game and reloaded it. That seemed to fix the problem for me as well. Hope it works for you.
