I can't accept the quest " The lady of the vortex" because i left the landing dock because i was level 43 and too low to continue the quest chain. i can't come back now as there is no way for me to get ported back to the other side of the landing dock and reach Cid.

I don't know what quest that is, but I had a similar problem on the main storyline airship quest. I left the landing dock of Limsa Lominsa and couldn't talk to the person behind the counter to continue the quest. I fixed it by going back to Ul'dah and riding the airship to Limsa again. Maybe you could try something like this?

Thanks but i tried that and it puts me on the other side of the dock by default.

Can you abandon the quest and then start it again via the journal?

You can't abandon story line quests at all. Ask a GM to move to the quest NPC because honestly that will be the only way to complete it.

Lady of the Vortex option appeared at the ticket person once I hit level 44.

I'm level 49 and still can't get to Cid... I've tried to get support numerous times but no dice.

I had the same problem @ 43 but when I reached 44 I had the option to enter the area where he stands.

Just hit lvl44 and the quest will open up, thereby allowing you to enter.

I wish this was the case for me.
