Materia Meld not giving stats appropriate to Gear Level

Craftmans Competence Materia IV, required item level 55
Leatherworker's Hat, item level 55 (LTW AF Head)

When melding the materia above to the gear above, no other materia melded to that gear, the system shows the the item level of the gear is too low to recieve the full effect of the materia.

From what I understand, that should not be the case. It still said the same, too low of an item level for a tier III of the same brand of materia to all the lvl 55 LTW AF pieces.

Previously a Tier IV of Control+ materia showed it had the stats of a tier I, and required the catalst of a tier III, but once melded, showed normal as a tier IV.







Unfortunately, once the Materia to the Hat was melded, it still fails to yield the proper stat bonus.
