Main story quest lv 28

Greetings,

This morning i finished the instance for lv 28 Story quest "Skeletons in her Closet"
While porting out of instance server went down.
Now quest tells me to "report to Ursandel"
But quest is buggy.
I cant deliver the quest by the Located NPC in Old-Gridania.
The NPC just do nothing.

Please help, cant level and play like this.
