I believe that SE planned for a bigger event but because of what happen in Japan they weren't able to finish the quest so we got what we got. It is better then nothing, and definitely better then the bells. My personal feelings are if they haven't finished it but are going to we should see something with the 1.17a patch. Here's to hoping there is more.
