Level 5 levequest that requires 3 Ocean Clouds.

Started at Fisher level 3, I am now level 10 in fishing and these Ocean Clouds still refuse to show up. Have tried all bait available (Moth Pupa, Lugworm, Crayfish Ball, and Pill Bug) and not once has this fish been pulled up. And been fishing all over Limsa Lominsa Upper & lower decks, as well as Middle La Noscea and Lower La Noscea. This fish does not exist in these spots with the materials available.
