Action Descriptions

I do not care for the descriptions coming up over my hotbars so I generally have them off but could it be possible to get a feature where the action description comes up if you click on the icon when you have the full action menu up?

you already can make it not pop up at your mouse. Look in the config and you will see a drop down box that lets you choose where to display it.

Right and I do have them turned off and for the most part I like it, but sometimes I do want to look at the description. But instead of turning on the function just to look at the description and then turn it back off I would like the ability to click on the icon when the full menu is up to be able to bring up that information. (not to be confused with clicking the icon in the hot bar since that is done frequently but the action menu from the menu would be nice) Hope that clarifies up my request.
