    Yeah, that's just fail. Restricting a communities ability to make use of the forum will not result in a higher quality of post it just means that all the threads will end up in the new players area or people will just not bother using the other forums. Combine that with the fact that with all the log on problems actually reaching level 25 is pretty difficult and you've got a recipe to force the forums to fail before they've even started.
