Obtaining Chocobo mount

I've completed the story line beyond enlisting in a grand company and is currently level 29 arcanist, but it did not seem to trigger the quest to obtain a chocobo.

Posting on bugs forum as I've done research that i meet the requirements for the quest.

Need more insight on why I'm not able to obtain this quest.
