the launcher keeps sending this error when i try to login

I believe a user had issues with this because of proxy settings.

Windows Key + R; type in inetcpl.cpl and hit enter. Click Connections tab and make sure it looks like the following screenshot: http://imgur.com/qo72OCz

Have you tried downloading and reinstalling the launcher?

yea like 5 or 6 times

Windows Key + R; type in cmd, then do ping "ffxiv-login.square-enix.com".

Just check to make sure you can even see their server.

Also check "account-gate.square-enix.com"

i do that and i have ping with both
the problem start after the las update

Dropbox is going to be like wth where is all this traffic coming from? Good move though on uploading it.
