I beg to differ, I've got experience running various game servers going right back to NetQuake and even a couple of mildly popular emulated UO servers (Which was massively inefficient and resource heavy in it's day). The problem is actually that the fixed number of seats are calculated by a theoretical CPU usage across a given player base. You remember the first couple of days of early access where SE gradually ramped up the servers until they crashed? They weren't out to torture the playerbase, they were simply working out what the servers could handle and simply dialling it back a little from the point where their infrastructure got swamped. Both idle and active players would have been factored in by this process. Please remember that this isn't an FPS server where it's assumed that every player is going to be active.
