I'll have times to where my latency is fine, then they'll be times my send/receive drops to 0/40, I don't know if its because these servers aren't stable yet or its from my end?

If this is happening at random times, have you tried cycling your modem and router? I'd say give that a shot doing the ol' 30 seconds unplugged cold boot. If that doesn't work, try checking to make sure that all necessary ports are open on your router. If all of that is done and there is no change, then it is probably a server load issue on their end (SE), especially if other sites seem and streams seem to be loading with no buffering and what not.
