Connection Lag and Sending/Receiving question

Whenever I log into game, I see everyone stuttering as they run. I know it's my end, but I don't know what to fix. My net is 100mbps. I get an average of 7k receiving most of the time, should it be higher?

Port forwarded already too.

I also checked if it's because I'm connecting into an EU server from US, but the same thing is happening on an NA server. If anyone have any fixes they can recommend I would greatly appreciate it.

Just check and make sure you are not using any torrent programs or any program that could be uploading, because even if your down is 100mbps then your up is only a fraction of that and it can and will affect your down speed greatly. Other than that I have toons in all 3 data centers and have not had any issues like you are stating. But it could be any number of things, what are your computer specs (Hard drive that the game is installed on especially)?
