[PC] Game screen tears, ui text doesnt show

Just as the above says, the game screen tears with white lines through it, and the UI/Quest text doesnt show up, yet the boxes and the ability to click the boxes are still there... hard to know what to click when you cant see anything, and it would be nice to be able to read about the quests im doing... Game is running fine but its really annoying... Ive tried turning vsync on and off in my nvidia control panel as well as turned down all graphic settings to their lowest and going windowed mode!

My system is a brand new system, bought 2 months ago! Some noteable features are as follows:
- 12 gigs of ram
- 2 gig video card (overclockable to 3gigs with the touch of a touchpad button)
- Full HD monitor with highest resolution
- Windows 8

I can run crysis 3, bf3, tera, gw2, farcry 3, and many more games all at max graphics with no lag, even in battles with over 200 people (WvWvW in GW2, Big battles with explosions in BF3, etc)

Anyone else with this problem find a fix yet?

I had this problem yesterday, it happened as SOON as I pressed my button for my TS3 Overlay, do you have an overlay?

I had to restart to fix it, then it clicked to me that I had turned on my overlay at the same time it happened.

I have no overlays running, no antivirus running, and no other programs in general running... Even running this game on its lowest settings in window mode still causes these 2 things to happen (on a 2013 top of the line gaming comp)

makes no sense!

Have you restarted your computer? ANY programs in the background could be causing this issue.
