I agree. I have been missing this. ALOT.
The odd thing is that I think the camera controls were on the arrow keys back in alpha. They were removed in beta and there was an uproar. The beta forums were inundated with posts by people begging to get this back. It continues to be requested with no results.

Playing with a game controller myself at the moment. It's less frustrating with it, but I think I'd go back to keyboard if we can bind everything on our own or at least the camera on the arrow keys.
The recent update brought a little downside again though. I like the targetting filter actually but placing them on the up/down arrow keys on the controller made me cry. Since I'm used to target myself with the down arrow key. Now I'm getting all f**** up with targetting and stuff.
But a good solution to this would be bind the targetting filter only to the UP Arrow key and leave the down arrow key for self targetting. Since it's just 4 options (All, Friendly, Party, Enemy) it's ok to switch to the desired mode with just the UP arrow key.

I've been using a gamepad as well. I'd used a controller in XI maybe 5-10% of the time---I really prefer keyboard (not mouse, ever)---but I just cannot get comfortable with XIV's keyboard controls...they make me angry.
The controller setup (at this time) isn't great either, but at least it's somewhat familiar.
Before 1.16 you could target PT members with the up & down on the D-Pad, BUT if you hit Cure for example, and it wanted you to choose a target, suddenly up & down did nothing at all.
Now up/down changes targeting criteria...I don't want to speak too generally, but for me at least, it just doesn't work well with the controller---and I still can't use the keyboard comfortably ><

I play with game pad, but sometimes i accidentally unplug it and have to shut FF14 off and restart. During these times i wish i could Map ALL keys to whatever i choose.
When this happens, i really wish i could switch over to keyboard quickly and resume play. It's irritating at times.
I have a pretty good fix for this, hear me out before you boo me. =D
I too was disappointed how the controls were so different than FFXI. I found my self using the mouse sooo much in FFXIV. Than I decided to mess with the controls a bit.
I changed my camera controls to.
Move Camera Up: W
Move Camera Down: S
Move Camera Left: D
Move Camera Right: A
Movement Controls
Forward: Num8
Back: Num2
Left: Num4
Right: Num6
This wont be exactly like FFXI. For example, like how when you hit Num5 in ff11 some of the controls would change for first person view.
Ever since I switched to these controls I almost stopped using my mouse completely.
I also found new keys I never knew about, keys that are in FFXI. :x
I only had the game for about four days now, but I found this to make it sooo much better.
Just thought I would let you all know maybe you can give it a try. I find my self still going for the arrow keys while I'm engaged//fighting some mobs. BUT I'm doing it less and less, soon I wont be doing it at all. ^_^
I played FFXI with keyboard only, no game-pad. At the moment it looks like I'm going to be doing the same with FFXIV ever since I changed to these controls that I mentioned up above.
Even if these controls aren't right for you, try tweaking to your likings.

I would really like to see this happen and at the same time allow for the left and right arrow keys to scroll up and down by pages when looking through menus such as inventory or market searches.
I posted a similar topic:
Please let us use the numpad for complete movement and the targeting, escape, and enter keys to be set to any key. I personally would like to move the camera with A,S,D,F and right and left targeting with R, E, Enter as G and Escape as W. If XI can do it, so can XIV.
