Nope not when I went through hell of a launch the last time this game was released..... It should never take a week to get more servers... GW2 went from 16 to 25 in 1 evening on launch day
im expecting the login restrictions to be lifted after tonight's emergency maintenance, so the servers can actually fill to capacity, and give majority of players a week of play before the increase the capacity on the servers for NA next week. I believe that JP servers actually have it slightly worse with most people seeing long que times because the servers are actually full unlike N/A servers.
Usually N/A data centers have larger server capacities than over seas servers as iv seen with how nintendo runs their n/a servers compared to their jp servers. Something like 10:1. Probably the reason why we can get away with a a smaller number of servers for a larger population of people.
However even if we increase the number of servers or even the capacity of the servers, as long as the login restrictions are in place, everyone will still receive 1017 errors.

Not true, since early access, I have Balmung(legacy) constantly full, have not gotten to play my beta character in it. Created another character in another NA server, no go, its full, try again later.
Created one in Ultima JP, in right away, not a single issue.

From what i gathered the JP servers got full to the point of 9000 error, meaning the entire server crashed forcing the entire player population to log out. NA/EU 1017 "Full servers" are just defaulted messages not pertaining to your server actually being full. The login restriction placed on JP servers are the same as NA however the population of actual players trying to access the server at any given time is also smaller because of how small the player base is compared to NA. You will likely never see the 1017 login restriction in JP servers unless its peak hours on a popular server, then its N/A servers all over again.

they had a bad 1.0 launch, they decided to listen to the fans and remake the game entirely and we supported them, they underestimated the amount of people that would be returning to the game. the game does better then expected and they need to increase server capacities. so we are fan idiots?
