If Razor provides software to rebind those to actual keyboard keys you might be able to get away with that.

That is what I had to do for the Dpad. I had to use Razers software to rebind them as wasd. The wheel scroll I normally have to set that to tab using their software and it works great in game but FFXIV will not allow it to tab. It does see that button as tab though when I clear the targeting button and use the wheel in the keybinding screen it pops up as tab but when I try to use it to target mobs, nothing.

Interesting; I bet it's because they haven't disassociated tab from the form. Anyhow Tilde (`) (~) looks like an unused key and you could just rebind your tab target to tilde and then tell your Razor software to use tilde.
