is 1017 a lie?

so i have been getting 1017 world is full all night for like almost 4 hours.. so i figure the game is just packed.. Strange though that my 3 friends have gotten on the server with out issue during that time...not even a single 1017 message or queue, all logged in first try... so i take it 1017 isnt really that the words are full, but some bug that is preventing a lot of people from playing. i guess i could be wrong. just seems weird that i know 3 people who all logged on at ease whilst i was trying. i would like to know whats going on since i couldnt log onto phase 4 to get a head start until 3 hours before server close monday morning and i missed a ton of my early access due to bugs. any news is better then sitting in the dark here being told keep trying or start over on a server by yourself...who wants to play an mmo alone?
